In the practice of buying and selling, there is a term for the letter next door, in this case it is still widely found, especially for hobby vehicles in the old years, for example antique cars and motorcycles.
The vehicle letter is incomplete, either the BPKB alone or there is only the STNK, it can be interpreted as the letter next door.
Having his STNK alone is it legally valid as a letter of ownership of a motor vehicle?, in this case it is affirmed according to Article 1 number 8 and 9 of the Regulation of the Chief of Police of the Republic of Indonesia Number 5 of 2012 concerning Registration and Identification of Motor Vehicles ("Perkapolri 5/2012") the definition of BPKB and STNK is: "BPKB is a document giving legitimacy to the ownership of Motor Vehicles ("Ranmor") issued by the National Police and contains the identity of Ranmor and the owner, which is valid as long as Ranmor is not transferred".
This means in Article 1 number 9 of the Police Regulation 5/2012. "STNK is a document that serves as proof of the legitimacy of ranmor operation in the form of a letter or other form issued by the National Police containing the identity of the owner, the identity of Ranmor and the validity period including its endorsement".
So it is very clear from the explanation above, that only the BPKB functions as an official document for motor vehicle ownership, it can be concluded that the STNK is only an official letter of proof of the operation of a motor vehicle on the road like a license plate.
So if people want to buy a used vehicle, it would be nice to find one with a BPKB because the STNK is not a proof of ownership.
For safety to avoid fraudulent practices of buying and selling stolen motorcycles or fake motorcycles with fake STNK, we must research the letter completely and ask the relevant party. @Fitri
